what i did to mount the balasts for my fog lights is first put the ballast in a bracket and find s screw that will hold to the bracket. I used self tapping screws and just made a small hole in the bottom of the bumper and put it into the ballast bracket.

it seems like some people have no problems with the housings and other people do.
