the stops are only to align the hood with the quarter panels.

isn't there a way to adjust the hood latch itself?

Yes and adjust them so that your hood is flush with your front quarter panels... that is all they're for.

those only affect the SIDES where the hood means the FRONT QUARTERPANELS

lets see a picture of the sides.

GM hoods don't seem to fit properly anyways. GP's have this issue, 3rd gen F bodies have this issue...

either the hood is a fail and needs ot be sent back (happens with fiberglass hoods)

or you need to raise the hood latch.

I mean it's a really easy fix OR the hood is f*cked. Why do you need pictures and write-ups? If its not latching you need to move the hood latch up. You will probably have to open the holes up on the latch so their is some adjustment. If this doesn't work the hood is scrap. Why mod cars when you can't figure small little things out for yourself or have to pay someone to do it for you. You're no Spartan lol

Why do you have to start criticizing right away? Like you never had a problem while working on a car? He is having a problem with his hood and instead of possibly f*cking something up he decided to ask for some advice before continuing.

Now to help out here is a picture of the 3 bolts you need to loosen to adjust your hood latch
