I had the same problem with the hood i just got, you need to limp it to a body shop.
The hoods are being made with to big of a front lip now, take it to a body shop they literally have to shave the front of the hood down so it will close. Adjusting the hood latch doesnt help at all.
It cost me $90 to get the hood shaved down so it would close, now it is perfect.
im telling you, you have the same problem as me.
push the hood down in the front with your hang, it will hit the bumper cover before it latches correct? that is why it needs shaved down..
lmao is that a ascd hood? if it is all i can say is wow, i had the same problem, i could not get enough adjustment to bring that latch up high enough even after using die grinder to open them up even more, i ended up measuring and the loop on the hood was 1/4 shorter than the original hoods loop was, so i contacted ascd about getting another loop and they were rude to me about it and i ended up getting a friend to make me one out of stainless rod and we tapped the threads on the end so it could be bolted up to the hood like the original is. if you reach in the hole there will be 2 8mm iirc nuts that are holding the loop to the hood, they are a pain to get at but it can be done
There should be a 4th bolt to loosen that extends to the bottom of the radiator support along with those 3 pictured. Loosen all of these, move the bracket up as high as you can get it and tighten them. If the hood still does not close then take it to a body shop to have a second look before you start shaving part of the hood off.
