your thingy is called "Scotchbrite" lol, and get a few different grits of scotchbrite and get a nice shine, then get a good metal polish like Megiuars or Mothers and polish em up, do that every time you do a full wash and clean and they'll stay looking great! Also some 1500 grit will get a sweet shine but takes a little more effort, and +1 on wet sanding on these, go dry with scotchbrite but if you use paper get some 1200 and 1500 and work it up wet then polish.
Edit- I definetly would not clear coat, it will flake off and you'll have more of a mess then its worth after it starts flaking. Your problem with that is coatings need a course surface to stick to, for example about a 400 grit or less to get a proper adheare. With your tips shining and having nearly no abrasion at all to them the paint cannot stick properly
