Adding a relay harness is the most noticeable way to get brighter light form halogen bulbs. The brightest 9007 bulb you're going to find is the Philips X-treme Power.
Avoid the blue tinted bulbs. The blue tint filters out light, which will never make the bulb brighter. The Sylvania SilverStars use a hotter burning filament, which produces more light (making them as bright through the blue tint as a regular un-tinted bulb) but shortens the bulb life.
