can the base model no fog light turn signals be replaced with stock fog light/turn signal assembly with fog lights wired to the parking lights?

Not sure about the parking lights (or what they are) but you CAN wire them to your headlights if you'd like. Not sure if it's worth the effort but I'd go for it if I were you.
