here are my concerns:
a) staggering wheels makes little to no sense and will just end up looking stupid, especially if you do it the way you said (bigger wheel in the rear? wut?)
b) to get any considerable amount of lip you need to run pretty wide, low offset wheels. to accomplish this you will need fender work. do you have the tools and knowledge to get this done?
c) if youre talking about performance, wheels arent going to help you in that department. most, if not all, aftermarket wheels are much heavier than the stock 16s youre rocking now. this not only slows you down, but creates more stress on transmission components.
so here are my suggestions to you. find a wheel SIZE you like (18x8?, 20x8.5?), run an offset around +40mm or possibly down to +35mm, and run a tire no wider than a 245 wide. this will help with fitting them without rubbing, but there is always a chance.
