Make a sign that says "Inconsiderate Scumbag Assholes Parking Only" and put it near their cars and see whats happens lol

I had the same situation, I found out that the law required off street parking for any house. I called the building department and told them then called the local police. They were given 3 months to fix the problem, they wound up having to gut a room and make it garage a year later they moved

you can always get more vehicles and park them in front of their house??..My old neighbors did this alot, would park in front of my house where i always parked my car, so i ended up marking it another 10 feet in front of their house and left it for a couple days they didnt park in front of my house again. the joy of having another vehicle to drive most of the time.
