i would have chased the truck down, and stopped him, or called the police while i was following him, anything that is kicked up from tires is fair game, but if it falls off a truck its call loaded with potential to spill, here in new jersey any way, and that trucks company's ins is liable for any damages, stuff like this does hurt and kill people.
ive had people stop me and/or call the cops because stuff was falling out of compactor boxes i was hauling. last time it happened the cop let me re secure the cover on the back of the box with a warning and told me it was almost a 400 dollar ticket.
i was following a tractor trailer witch had inches of snow on the trailer fly off and hit my truck,(my 03 gmc) and it broke the side view mirror, that guy was so stopped by me, got right in front of him and just slowed to a crawl, he paid out of his own pocket real fast. as its illegal to travel with snow on the top of any vehicle in new jersey, and he knew he didn't clear it off.
