You'd have to pierce the paint on the car AND it'd have to be on a body panel that is directly connected so if you've got a bumper made of fiberglass, you're SOL, if you've got a metal bumper hooked up via plastic clips, you're SOL etc.

First things first, get their respect. Next time you hear them, go over and strike up a conversation and ask them about thier stuff, I bet they would be more than happy to tell you everthing they got set up to make so much noise. Then, once you have gained thier friendship, politly explain your situation with the noise and such and ask them to turn it down.
If you were doing somthing that was annoying, but you just did not realize it was an issue, isn't that how you would want to be approched.
