To drain the fuel tank, we tried disconnecting the fuel line at the filter. But we only got about a gallon out. I saw somewhere that jumping the fuel-relay pins 30 & 87 would "hot wire" the fuel pump. But that did not work.

you need to take the pump out.
there are 2 connectors that you unplug on the top of the pump and 3 lines. 1 for the fuel line, 1 for the return and 1 for the evap. remove those and use a snap ring pliers to remove the snap ring and then pull the pump out.
