Are ya sure it wasnt an option or something? On my car (i looked to double check) the screws come out from underneath. They wernt drilled from the top. I know very little about these cars so I wouldnt be suprised if I was wrong or maby it was dealer installed. I actually snapped one off when I last removed the strut brace. My car was a one owner and the guy didnt seem like a performance oriented kinda guy. like I said I could be wrong.

$15 from the dealer plus you get the studs to mount them with. They were never an option on the 97-03s. You need to drill the strut towers to accept the studs. The rear you remove one nut from each strut and place the bar there. You will however have to elongate those holes for that to work. Not hard. You'll have a harder time fighting the speakers for the bar then actually bolting it in.
Why not get brackets? ZZP offers brackets for the front and DonRome offers them for the front and rear. I used DonRome's and you can see the install requires no drilling:

In regards to the 00-05 generation of Impalas, more had them than didn't. All 00-03 Impalas had them. Only 04-05 civilian Impalas did not.
