take the belt off, fire up the car for a minute. see if the idle is higher, 500 rpm at idle is low. seems like a pulley is dragging a lot and slowing the engine down.

if the idle is higher, like normal, hand spin all the pulleys, a/c clutch too, makes sure they all spin free.

suction in the p/s pump cap is kinda normal, seen that before. if its whining loud and the steering is weak at idle the pump could be going bad,

if hard only turning left but normal turning right, the rack is on its way out.

it could be ok still if its not been like that to long.

how long has it been with out power? if the pump died and your muscling the wheel the rack wont last long like that.

if you think back did it start out hard to tun left only?

start with the pulleys, the p/s pump could be seizing up on you dragging the engine rpm's down. if the pump dont spin some what free and the rmps are back to normal belt off, the pump is bad for sure.
