Well, check the fluid yourself then. You don't need to go to a dealer for this but it can be tricky to get the cap off, up to your face, and back to the reservoir given the cap location. I'd suggest removing the 2 nuts on the coolant overflow and lifting the overflow bottle up and out of the way while you check the PS fluid level.
If the PS fluid is low, add some - but the reservoir is pretty small so add it in small amounts. If it is too high, then you added too much when you filled it up. Get a turkey baster and remove fluid from the reservoir until it is to the correct level.
Once you have the system to the correct level, you'll have to drive for a while and keep tabs on the fluid level. If system is losing fluid rapidly something is probably leaking and you need to investigate the issue further. Use the search function on this site to find more information - leaky power steering systems have been covered many times over on this forum.
Lastly, quit going to dealerships. As you can see they can't even agree on the cause and will bend you over and may bend you over without knowing the actual problem your car is having. Find a local reputable shop that others trust and have them give a quote - they depend on return customers and will be more likely to treat you honestly.
PS: If your power steering fluid is low, and you've already filled it once, why wouldn't you just fill it up again?
