is it really worth it to make a cold air intake for a 3.1 or is it more of a waste of money to do so

To me, not needed.

No gains to be had. Just sound really and on a 3.1 it would be the waste of 20 bucks and your hours worth of time.

Slap a cone filter on the end of the MAF.

That'll do just about whatever everything will do.
