Its not that you have to drive it a specific distance. Its that the PCM needs to run the emissions test. That could happen within minutes of starting the car up or it could be several miles.

When the PCM is reset as it is from when you disconnect battery power the Emissions test shows incomplete in an OBD-II scan. Until that clears and the test run you will fail an OBD-II inspection. Sometimes they reset quickly, sometimes they dont and all you can really do is just drive the thing.
