Water in floor board

the drain is on the fire wall, at the bottom, out side, engine bay side.

So I started the car and turned the air on full blast. Waited for it to start running in the floor, only it never did. I looked under the car and saw it was draining to the ground. I decided to take a drive and see what happens. I drove around for about 10-20 min and it started to drain into the floor again. I got back home and found it is draining into the car right wear it goes through the firewall, on the inside of the car, behind all the foam and stuff. Any one have any ideas on how to remedy this? Thanks.
