Dont think fans would run with sensor unplugged if fuses or relays were bad

Is the car even getting hot enough for them to come on?

Temps need to reach 214 and 228 for them to run.

Also do the fans turn on with the AC on?

If the car in untouched modding wise from the factory, the settings are roughly 214 fan 1 and 228 fan 2. View any file from 97-03 and it should be that.

Trying fuses and relays is free to do so instead of saying its not that without trying it just try it.
