yes. get them cleaned. especially if you are going to take your time getting an IC.
did it on my F350 and it made a world of difference. and I thought I was keeping my fuel system clean with the additives.

i dont think id go with the cam, i see a lot of horror stories with the timing chains. rockers will help the car breathe a lot better. im actually on the fence about headers
