I dont know what to do about the brake. But as for the tick its probably your valves needing adjusted.

Nobody adjust the valves. Its more than likey a lifter tick or really loud injectors just ticking away like any 3800.

If the parking brake it frozen, pour some water on it to un-freeze it?

take some wd-40 and spray it on the mechanical e-brake components on the rear calipers...they could be frozen up there.

Or use PB Blaster, that is a lot stronger than WD40.

also the mechanical brake line that runs from the parking brake it runs into a line similar to the brake lines on bicycles. well that line can rust inside of the shield that is supposed to keep it from rusting. and that can cause it to lock up. it did it on my 91 chevy and i just went to a junk yard and got a different line and swapped them and that fixed it. i dont know on the GP's if the line that runs to the brakes is exposed on the bottom of car like it is on older cars and trucks or not

Since you would have the ebrake built into the caliper, check the cable movement at the caliper. Figure out if it's the caliper or the cable and go from there. New cables are pretty cheap from Rockauto and not bad to replace.
I drink..so consider that when reading my posts.
