What? The? What did I just read? If the Power Steering was low, the pump would whine, but that would be all the time or while turning. It would have nothing to do with the boost. Did you even read his comments about this?

OP check for a vacuum leak. Take some B12 Chemtool, or Starting Fluid spray, or something similar and spray it around the connection points on the vacuum lines. Do this while the engine is running, but go point to point slowly. If when you spray a connection point the RPMS go up (engine surges up like someone gave it gas from the spray fumes in the lines) you have a leak there.

If you can't find any leaks, the BBV is working correctly, you don't have a CEL on, a new clean air filter is installed, I have no idea where to go next. This is a puzzler.

Spots circled in red are silencer ports. They allow air to flow thru them to keep the whine down for the Regular Joe's driving the cars daily. If they get plugged off, filled in, etc... it gets much louder, but you would have to carve out alot more to get quieter, and that would probably reduce flow and boost as well. Unlikely unless the previous owner was a wack-job. People usually want to fill them so you can get as much noise from it as possible.
