    Honestly its best to follow that procedure to ensure the entire system is functioning.

    Well thinking intuitively:

    The gauge would work somewhere within the entire RPM range if the tach signal were directly from the two hall effect sensors. The ICM generates one output signal to the cluster after receiving input from both hall effect sensors 3X/18X.
