I don't really know how to explain this that well. Lets say that when my cars on the shocks at the highest point, when it starts coming down it feels like its grinding. The first time i felt it, it felt like the tires were hitting slightly hitting the top of the wheel well. I know its probably not that, but at this point i don't know what it is. Could it be maybe the exhaust piping is hitting the bottom of the car or something? So many people have told me different things and i have no way of telling what it could be.

    GTLGDP,

What is the year/model of the vehicle? Is this a regular or intermittent occurrence? Aftermarket equipment / modifications?

Check your front strut mounts. If you pop the hood and take a look at the center nut and bounce the car, does the center rise up at all? Other than that sounds like it could be bad springs/struts.

2000 GTP. Happens every single time, only modification is a different air intake.

Get under there and look for any signs of rubbing. If you see clean plastic or steel then you know what it is.

You don't need to go see a "GM certified technician and drop $$$$" for something that you can most likely fix yourself w/ a little bit of investigating. Worst case scenario if its the springs and struts- get quick struts and swap them in. If those are the original struts/springs on that car then it's time to change them. Long overdue.
