What I recommend is using some adhesion promoter in a spray can. If you go to an O'Reillys parts store, that has the paint department in it, they will always have this in a can on the shelf, and its Bull Dog brand. Follow the directions, easy as pie. Then, just choose the color you want, and I would use Krylon enamel. No sanding to do, just clean the dash really well with dish soap, hen its dry, you use the clear adhesion promoter in a few coats, that bonds to the plastic, then the paint bonds to that and leaves behind a nice smooth finish.

or you can do what others do, sand-sand-sand-sand-primer-primer-primer-sand-sand-sand-sand-paint-paint-paint-wet sand-wet sand-wet sand-clear coat-clear coat-clear-coat-wet sand-wet sand- wet sand- buff-buff-buff for the same effect.

I have a scrap piece I don't think I will need or use you could have. It measures 22.5" x 15". It was left over from when I re veneered my pool table.
