Check on that year model and see if has any recalls,then ask the sales (con) man if they've been done. recalls get done by a dealer for free, thats why its a recall. why would you work/pay for stuff that should be done for free?
when i called gm about my rack being under warranty, they said no, but they still want me to come in and do my front valve cover gasket, its a 98 regal too. for free too.
