    this may be normal.. but when im driving my boost guage stays at -20 and when i hit the gas it goes up to 4psi max

    Could be many things; vacuum leak, clogged cat, bad bbv.
    OverKilled, HAI, Ported Throttle body, Ported intake, ZZP DP, Magnaflow, BMR ta's, GMPP STB's, CCS springs, tinted tailights, roof rails, TEP cool'r, G8 hood. Glass Gearbox.

    -20 is correct, anywhere from -19 to -20 is good.

    and when you rev it how much psi should you be getting out of the car. all i have is an air intake and a new cat but its stock still

    you shouldnt get anything when you rev it. the motor needs loan to produce boost.
