Does the RPM make a difference?
Can you replicate the sound by putting on the parking brake and revving in neutral?

Thank you to everyone who replied to my thread, so here are my responses and maybe you all can continue to help me;
@Coreygnar, no supercharger
@slick2500, Sound starts at about 30 mph and its coming from the passenger side in front of car.
@machinegunsquid, the whining sound does increase with the speed of the car
@SlowNA06, No it only starts at about 30 mph and grows with acceleration

I'm going with wheel bearing. Any change if you turn the wheel a bit left or right?
