So obviously my terminology is off... My friends powerlock isn't working on his 96 xj6 so i'm looking to replace the actuator. What is the part actually called? I keep calling it a lock actuator but it's not coming up anywhere when i search.

well jaguar also calls its hood a bonnet. it is a door lock actuator. it may come as part of the handle or lock cylinder.
