it varies depending on the state, some yes some only if they are blinking, etc. in some places the cops will say its illegal but never write tickets. so the question isnt is it illegal but is it enforced? you will still run that risk just keep an accessible switch handy

Blue/Red Neons behind any grille in about 99.9999% of anywhere your going to be told to remove them and if you don't they'll give you a nice ticket of impersonating a police vehicle. It sure isn't cheap either. But...if it is worth it to you to have awesome cool neons...then who am I to stop you.

underglow neons here are legal as long as the neon itself cannot be seen, only the glow on the street. and i believe they have to be below the bumper or simething like that. even tho a TON of people slap neons on their cars here its not really enforced
