If you are considering starting that engine, if it has really been dormant for 13+ years, I would pull all the plugs and dump liberal amounts of tranny fluid in the cylinders and then crank the engine over by hand after letting it sit a day or so. Do this slowly over several days.
Carb will have to be pulled and flushed/inspected and probably the fuel tank also.
Make sure you do not use the starter to crank the engine over at first. Next I would change the oil out with fresh and use an oil pump primer to get oil all through the motor.
This car was originally equiped with a points type ignition, I would give it a full tune up with points, rotor , cap and condenser.
I have started engines that have sat this long ( and longer -20+ years!) and this is what really needs to be done to try to limit any damage to the engine.
Over this much time, the bores and other machined surfaces can rust, the possibility that the rings are rusted to the bores is certainly there.
