Odd thing here.. Had that issue on a Regal. Ended up being a faulty cluster. But the only way to know was to hook a mechanical gauge and know for 100% certain.
FWIW the glovebox manual said flashing was normal at idle/stoplights. My personal feeling was ...NO F'n way is that normal.
