Well, not until i have it turned all the way to the left or to the right. as I'm turning when I'm parked I don't notice the noise to be that much louder. When I'm driving and I give it gas while I'm turning its definitely a much louder noise. It's loud enough to the point where it's borderline embarrassing when I pull into a parking spot or something.

Just a note, it makes a whining noise even when it's parked, and if I rev the engine a little bit, the noise gets a higher pitch the more I rev it.

    ****EDIT****

I just went out in the parking lot and tried it, and it makes a noise while im turning, no matter if its all the way or not.

I checked the power steering fluid, and its very low, so im going to fill that back up, and if it still makes the noise im just going to take it somewhere.

If it is your power steering going bad, the “whining” noise you hear could be the auxiliary belt slipping on that pulley. IMO, take off your aux. belt and check all the pulleys for resistance. Starting with the power steering pulley.

Ten years of continuous driving excitement and counting!
