Sorry kinda hard understang what you are asking.
There should be plastic or rubber inserts in both. So the other one may be stuck in the caliper bracket.
There is one caliper pin with a bushing and one without. The caliper pin with the bushing goes to the bottom on the front and the top on the back. They are made like this for just changing the pads. You can take the one without the bushing out and leave the other one with the bushing in and turn the caliper up or down to access the pads.
