Our GP is starting to show signs of a steering issue. While sitting still and idling, turning right seems pretty normal. But while sitting still and idling, it is very difficult to turn the wheel to the left. But if I give it a little gas to bump the rpm's up a little it gets easier, almost like normal. There isn't any noise coming from the power steering pump, from what I can hear anyway.

Could this be a sign that the Power steering rack is going bad or could it be the power steering pump?

Could a fluid flush/change possibly help at all?

Roughly, how much could I expect a shop charge me to replace a power steering rack?

Is this job do able with hand tools? I don't have access to air tools right now. Plus I'm working two jobs so I don't have a lot of free time.
