What do you mean you can't shift without pressing the shift lock lever? Like from D-1? or from park to reverse to drive? And where are those wires located, and what year?
The plug for those should be on the base of the shift lever. It's kind of a pain to get it out, but I found shifting into 1 helps give you room to wiggle it out.
I'd hit a junker and grab the pigtail with about 4 inches of wiring. Reconnect and smile when your car works properly.
Funny story.. your cars PO probably cut it and then sold it to you. You bought it effed up. Now go get it and fix it.
finally found the connector. After looking again. Is there a way to connect to the wires to the connector again? I mean they are cut off at the base of the connector. Can u just pop the silver pieces out?

Sure..it's tough w/o the proper tool for pinning etc. Or you can do it the super quick and easy way I suggest.
Your choice...Battle Royale or BillBoost method.
You're already half-way to a fancy ratchet shifter. Rip out that garbage stock shifter and throw in a B&M Quicksilver.
