Hello, i am the new proud owner of a 1999 grand prix gtp. I want a fairly cheap mod and i have noticed that supercharger pulleys may be the way to go. My car is stock other than a K&N air filter. Can i use a 3.4 pulley. with the stock car.

You can use a 3.4 pulley on a stock car
But....
Expect to be replacing or rebuilding your motor shortly after.
Fast..cheap..reliable...
Pick two of those.

You don't exhale any more air than you breathe in, so why would you think your car would do differently? Sure, you can bolt on 3.4 pulleys, many do. But, more air in = more air out! Doing the pulley without supporting mod's is just playing Russian roulette.
It's your call.
Common sense would dictate that before changing anything on a motor, you find out all the pro's/con's and make an educated decision. Asking here or there and letting someone else make those decisions for you is just a recipe for disaster!

What if i delete the u bend. Would I still have expereince with the engine with a 3.4 pulley

Your engine will experience death from lack of flow.
Let me paint you a mental picture...your engine is a huge heat pump, especially with the M90. You generate more heat, it needs to get rid of it. With the lack of exhaust mods...it can't. So, then...it gets constipated. And explodes. How's that?
the u bend resists the exhaust flow. if i replace it with just a strait pipe, air flow will be better.
Not enough. I don't know much about modding GTP's, but what I think these guys are talking about (exhaust mods) are headers, or at least a plog, downpipe etc.
The bare minimum for a "safe" 3.4 setup:
Good down pipe
Plog
180* stat
Colder plugs (autolite 104's are most common)
Some sort of better air intake
Tune
And most importantly... A scan gauge
After all of the above mods I still had consistent KR at certain times, so I added 1.9 modified rockers and headers. I then still had random "blips" of KR.
And now I'm untuned running pretty lean with absolutely no KR with the mods listed in my sig
