Get all of it off the paint. I would use tire and wheel cleaner mixed in with some good car wash soap. Bug and tar remover or whatever you have. Get it clean and put one heck of a coat of wax, maybe 2 coats. It should come off easier next time with a heavy wax job on the car. If you already have your car waxed, and it still comes off that hard.......don't park under the tree, but if that's the only place to park, then cut the motherf****n tree down. hahahaha You just don't want to use heavy solvents like wheel cleaner all the time to get your ride clean. It will eventually degrade your paint if you keep using it. Clay bars work good but put very very fine scratches in your clearcoat. Same thing, use it as little as possible. Wax is the best thing I know to do to make it not stick to your car as bad.
Dryer sheets do wonders as I have come to find out. Work great on bugs to.
