The problem was the ignition switch. I replaced the blower motor resistor first because it was cheaper, but that didn't make a difference. The old one was not OEM, but it looked worse for wear. I wish someone would have given me a hint at what to replace because searches came up empty until I ran across the same problem searching for something entirely unrelated.
