The biggest return on your money will be to make sure your car is running like the engineers designed. A Tune will cost a minimum of 100 dollars, and you might get 1/2 mpg better, so it will take a while to pay it self off.

my $0.02 would be clean air filter, MAF& throttle body, properly inflated tires, good spark plugs & wires, limiting idling/warming up & heavy right foot(keep it under 70 mph), removing any extra weight (junk in trunk), use cruise control when possible, and make sure it's full with clean fluids.
For the record : I am NOT a naked meth-head who shoves rocks up my butt.

if your Upstream oxygen sensors (pre catalyst) have fifty thousand miles or more you could pick up a decent bit with just replacing them. Over time they skew off of proper stoichiometric and cause you to burn more fuel than you need to.
From what I recall it could mean an up to 3% Improvement

spark plugs, wires, air filter, making sure the car has no leaks, proper tire pressure and alignment. if you can change your driving habits that will help as well. I have a Chevy Cruze with the 1.4 turbo engine, and my wife get's 3-4 mpg better than me because I have a hard time not accelerating fast, the gains in driving habit may not be as substantial for you, but you get the idea.

14-17 is about what you are going to see in stop and go traffic. I wouldn't complain.

Like said, clean the MAF and change the o2 sensor if it's the original.

No programmer or tuning software like HP Tuners is really going to help you with MPG. It's not easy to get better MPG in the city with stop and go type traffic.

Getting rid of DOD and leaning it out on the highway on pump gas net me about 25~. But that was with 3.69's. I always seemed to average about 15-16~. Who buys a V8 car for mileage, anyways?
