Yes, this is normal. As long as the inner and outer bearings are FULLY seated, then the seal and the seal retainer gets installed correctly, it can feel a little restrictive till the seal gets "run in".
On new seals/rebuilds, I will add a little bit of clean oil to the I.D. of the snout seal before I install it. That way the seal does not get burnt from friction when its first being used/ran in.
