You would have to do a max effort build to make 400hp, and still probably fall short.

Chasing numbers will cost you . Better to build a build and see what you got. 3800 has been around for quite some time, there are plenty of road maps out there that will tell you approx. where you'll e with what mods lol. Not much guess work left and no hidden treasures.
Overkill BBC Cam, YT 1.8 RR's, Rhodes Lifters, STGII Heads, GenV, Pacesetters, 3" Exh to Tips, TEP Trans. N*, ID 75# injectors/E85 coming soon

If you do it right, you can get a reliable ~400 horsepower to the wheels for around $8k.

The trans is the main factor to reliability.
    Ported heads
    Headers
    Cam and install parts
    Blower Porting and pulley drop
    fuel injectors
    Tune
    Intake
    Colder Plugs
    etc.

Or just do half of that and go to a dynojet and get some "bragging numbers".
