You should just be able to take off some of the plastic shrouding between the bumper and the radiator. Look for the little plastic screw like clips (IIRC some really are screws, some aren't), then pull and cuss until you find the one you missed.

Or just do what I did. I figured I'd save myself the time of removing the plastic, so I just bent it out of the way and reached in. An hour and a lot of scratches later I gave up and removed it.

I know it was fun fitting my big arm in the little room I had to work with to put mine, several cuss words and gouges to my arm and hands later I was successful. This was on my 04 so I don't know if it is different for you. I won't post the way I did it unless noone helps you that has a 97-03 in a couple of days, that way I don't waste your time posting how to do it on an 04.

Bent coat hanger, thin needle nose pliars, and a hell of a lot of patience. Buy longer zip strips and then use a pencil razor to cut afterwards.
debadged, clear corners, 20% tint, tinted tails, vibrant performance tips, red painted calipers, Fig. grills, autometer guages, PFYC 3 pod A pillar, SLP CAI, 2.5" DP, SD Hood, SD front air damn, Gen I spoiler, 17X8 Borbet Type M rims, engine upgrades soon!

If your are good you can set the grills in and snake the zip ties through the bumper and back out the grills. That is sort of how I did it, I have a 99 so I could somewhat get my hand behind to help with the snaking.
