Never heard of anyone getting them.
i bought a set similar 2 those off ebay! there more of a purple than a blue! well, the ones i got are more purple than blue.........
as far as if there any good? um, its really hard 2 say! w/ the color output on them, its nice 2 see signs up ahead light up more than a stock bulb would! but other than that, its kinda hard 2 really say if there "actually" brighter!
i have had people flash there brights at me, when i didn't even have them on! < so i know people see me coming!
You'll never get brighter light with a blue coating than you would without one. The blue coating is going to reduce some of the light output, making them dimmer. There is also no such thing as "DOT Approved" bulbs, since the DOT does not approve automotive products. I'd avoid these like the plague.
