So i will be getting the parts for my topswap soon, and i figured i would have time to detail before it all goes on.

i really like the thought of white blower, black fuel rails.
    or black blower, white rails

they would likely be getting powdercoated

I personally like the polished look but think for you car the white blower with black rails would look real good.

polished is too much work to keep clean, i would go with a white blower and black rails out of the choices you provided. however, DO NOT let it get out of control with the white in the engine bay (reference spartangl's car).

Still seems high to me, I got a local shop that powdercoats to quote my SC, TB, and rails, and it was $90 for all of them, as long as I masked everything off.
