The seals might already be f*****. But since a restrictor is less than 50$...... it can't hurt to try vs dumping $ into a new turbo that you'd blow oil through if you don't get a restrictor to keep from pumping oil past the steel turbine fire rings.
In terms of seals are none like you typically think of like say a rubber O-ring.
The seals are nothing other than tight clearances and slinger rings/anti creep grooves on th rotating bits.
the turbo Center section depends on good drainage with no back pressure to allow the oil to drain down through the housing once it passes the two shaft bearings/bushings.
Push through too much volume or have a restriction in the drain and you end up pushing oil past the sealing rings

I would get a 58 to 68 mm turbo with an AR of .58 to .68. I don't know about turbo stuff but I do know turbo suisse is critical. I'm also not sure if the on3perf has a on center turbo housing, which is what you need.

I was at the 1/8th mile track a couple weeks ago and an ls swapped mustang was running a low 7 sec time in an on3perf turbo

Reading some of the first few responses are hilarious.

eBay DOESN'T MAKE TURBOS or anything for that matter. Just because something is for sale on eBay doesn't mean its crap quality.

I was watching an episode of Hot Rod Garage last month or so and they put one of their turbos on an old Camaro. Ran good but they cautioned about the quality. Maybe slightly better than ebay turbos?

I've heard good things about the cx racing intercooler, but not their turbos. I couldn't say one way or another about cx racing turbos.
