    You should be ok. Theres lots of guys that lay down decals on the hood or sides then clear over them and I have yet to see a problem. As for the reflective properties, as long as you don't tint the clear it should work. Light will be able to pass thru just fine. If you have a piece of extra, try laying a few coats of clear and test it first to be sure.

    I would never clear over a sticker. The clear might not adhere properly, then you have to refinish the whole bumper.

    I know a guy with a Trans-Am that has the screaming chicken on the hood. Cleared over it last summer and no problems yet.
