I don't think so, but I only have limited experience. The way I've seen special coatings (titanium, cobalt, even more exotic than those) applied, is using the chambers on the following link. I worked at that exact company edging out aperture on delicate lenses.

Those are much more specialized chambers. Basically, the material you want is superheated to a near-gaseous state, then blasted at incredible speed at the desired surface. Sunglasses are coated similarly from my experience at one of those dives.
They
do however, sell the correct windshield or one could be salvaged. I don't know that it helps with focus, probably more for glare.
After seeing the above pic, I don't think it'll help that issue. That kinda looks off, like you said.
