lic plate filler would fit over that area, but its been cut for sure.

that cooler should be sitting much lower so air can get to it from the lower holes in the grill.

this is the lic plate filler. but like i said there should be no hole in the bumper, some one wanted more air to the cooler due to poor fitment.
