sadly its been my experience that when most of the steering crap, craps out, they are for the most part un serviceable, and need to be replaced.
if it turns but is hard to turn. its dead. turns with easy but you can tell its not tight out back on the motor, you may be able to save it.
if you think about how it works, its like a steering box behind the steering wheel.
i miss my old 40 hp with frigging cables turning the engine.
