    There are a couple guys not to far from where I live, here in MN, that part out GM cars; I've picked up a few parts from them, including that dash shroud. I managed to find them through craigslist and paid $10 for it. That's where I'd start looking if I were you. Go to the auto parts section and type in 'Grand Prix'; seems like there are always people parting out their cars and if you can find it local, then you won't have to pay for shipping.
